Lowell C. Brown has been named to C.M.C Who’s Who, a recognition reserved for professionals whose careers reflect sustained leadership, influence, and measurable impact within their fields. A veteran of more than four decades in health care law, Mr. Brown is a partner at Arent Fox Schiff LLP, where he advises hospitals, physicians, and health systems on complex regulatory and governance matters. His work centers on medical staff leadership, peer review processes, and the legal frameworks that underpin patient safety and institutional accountability.
Mr. Brown’s practice is defined by its balance of legal rigor and practical resolution. He is frequently called upon to navigate sensitive situations involving physician conduct and clinical oversight—cases where legal judgment intersects with patient care. In one instance, he guided a resolution involving a cardiologist whose behavior had disrupted clinical operations, helping facilitate both treatment and a path forward for continued practice. In another, he played a central role in addressing unsafe surgical practices, supporting actions that prioritized patient protection despite institutional resistance.
Beyond his legal work, Mr. Brown contributes to the development of medical leadership nationwide as a faculty member of the Chief of Staff Boot Camp, an educational program operated by the Center for Medical Staff Leadership. There, he works directly with physician executives, providing guidance on governance, compliance, and peer review in increasingly complex health care environments.
His broader influence includes longstanding service as outside counsel to the California Hospital Association, a role he has held since 1992. Earlier in his career, he was a partner at Foley & Lardner LLP and began his legal practice at Sheppard Mullin Richter & Hampton.
Mr. Brown holds a Juris Doctor from the University of Utah’s S.J. Quinney College of Law and a Bachelor of Applied Science in political science from the same institution. He remains active in professional and civic circles, including service on the law school’s board of trustees and leadership roles within national and regional legal organizations.
Colleagues describe Mr. Brown’s approach as measured and principled, shaped by a long-standing belief that the practice of law is ultimately about service. That perspective—instilled early through family and mentorship—has guided his career as he continues to advise institutions navigating the intersection of law, medicine, and leadership. Looking ahead, Mr. Brown plans to expand his focus on education, mentorship, and advisory roles, continuing to shape the next generation of leaders in health care law.
